Technology Readiness Level (TRL) Assessment
TRL is the European Commission's classification system (scale 1–9) that measures the maturity of a technology — from fundamental research (TRL 1) through to full commercial deployment (TRL 9). The DMA is the mandatory assessment tool for projects financed under national digitalisation programmes in 2026, measuring the level of digitalisation achieved through implemented hardware and software investments. BEIA provides the digital maturity audit at the three key stages: at the start, during, and at the completion of project implementation.
Establishing the baseline digital maturity level before the investment is implemented

Why DMA is Required
Within projects financed under the national programmes available in 2026, aimed at increasing digitalisation and digital transformation of SMEs and local public authorities in Romania, a digital maturity audit is required at the beginning, during, and at the completion of the investment implementation.
The digital maturity audit is an instrument for evaluating the impact of project investments and enables measurement of the digitalisation level achieved following the implementation of the financed hardware and software solutions.
